windows xp system properties does not show correct sp

The issue I am having is that the systems shows the incorrect SP in the
system properties. Last year I upgraded to XP SP2, I couple of weeks ago I
went to install Office 2007 and it said I didn't have the lates SP installed.
I ran windows update and it wanted to install SP1. I looked at the system
properties and it show now SP installed. I ran WINVER and it shows build
2600_xpsp_sp2_qfe.070227-2300.
I reran SP2 and went to windows update, started up dating items, it update a
dozen or so and the other 53 failed. I rebooted and reran update, it again
showed sp1 as needing installed. Winver is the same, and the system
properties again shows no SP installed. I did verify that SP 2 was in the SP
page before runing windows update.

Updates are not installed successfully from Windows Update,
from Microsoft Update, or by using Automatic Updates after
you repair a Windows XP installation

Do all suggested methods. Don't worry if it does not *sound like* the
problem you are having.

Then download and install SP2 manually:
Direct Download of Service Pack 2 (SP2) for Windows XP
http://snipurl.com/8bqy

After that, visit http://windowsupdate.microsoft.com/ and choose to do a
custom update (install anything it says you need to as there may be several
pre-requisites it needs to install first.) Scan for and install all the
security updates. Do not worry about ANYTHING optional yet.

Reboot as needed.

I tried:
Method 1: Register the Wups2.dll file in Windows. this was after it failed
showed no SP the first time. I didn't reinstall SP2 after the DLL register.
Then rebooted and tried the updates again, before I posted the question.
When I ran the windows update, it wanted to install SP1 express.

Do you think I should try the this again?
