When I log on to XP the following message appears:
Windows explorer has encountered a problem and needs to
close. After reporting the error message I my computer
boots to the background only. No icons or taskbar.
Screensaver functions as does the mouse but I can't get
out of an endless cycle of having to reboot from the task
manager (which I can bring up via Ctrl-Alt-Del). Same
thing happens in safe mode.

Hi!
have you checked event viewer?
start>control panel>administrative tools>event viewer-here look for
application error logs.
scan your system with spybot as well as with latest virus definitioned
antivirus software.
