Windows explorer error

Help, please. When I try to access my control panel, the
screen comes up, then goes right to the desk top. I then
receive a Windows Explorer error message. AppName
explorer.exe AppVer 6.0.2800.1106 Mod Ver 1.1.0.0
Offset 00004251 ModName iesearchbar.dll
Files
C:\docume~1\owner\locals~1\temp\wera7.tmp.dir00
\appcompat.txt

Does anyone know what this means and how can I fix it?
