Windows Error

I have an error on a machine that has very important
information and I would like to not have to rebuild my pc.

The Error is:

- 35750 Unable to open internet handle

What happens when the error occurs?
Can you continue using your computer?

Amount of RAM?
Total hard disk space?
Free hard disk space?
Video card?
Audio card?

I dont see that error documented internally. What exactly is the error
message and when do you receive it.
