error opening internet handle? runtime error 35750??

for some reason when i boot up it gives me a "run-time
error 35750" and "error opening internet handle" error..,,
and as soon as i connect to the internet it says "tcp
protocol not installed correctly" or something and when i
delete it and reinstall the protocol it still says the
same thing... HELP!!!!
oh yea i noticed alot of the programs in my windows folder
ie netstat, ipconfig, and msconfig msdos files are missing
and i know i seen em in there a few days ago.
