runtime error keeps poping up

when i am on the internet and click on certain things a popup message says
runtime error do you want to debug?

what does this mean?

try
start
run
type
cmd
<CMD Prompt opens>
type
chkdsk c: /f
answer Y to the question
then reboot

I've found sometimes doing a chkdsk fixes this issue.
