Windows XP, "unable to open internet handle" Error Message

O great Jedi of Windows XP, I would appreciate any help on
solving the following error message.

"run-time error 35750
Unable to open internet handle"

I receive this error several minutes after system boots up.
I can not access the internet. Talked with ISP and router
tech support people. They could not understand why my
laptop would not automatically assign a TCP/IP address.

So far, the only other Google reference I could find
identified the following related to this error message:

"Const icInetOpenFailed"
 
Thank you Kelly for the quick reply. A friend informed me
that spyware could be the problen. I did have over 70
different spy programs on my laptop. I ran two different
spy killer programs spybot and Webroot Spyweeper. Sybot
seemed to be the better of the two. I still have the error
message.
