Is the machine actually booting and this is coming up as an application
error? Or does the machine just boot to the error and nothing else?

If the machine isnt booting at all, boot off of media (if you have it) and
run the Startup Repair option, it should fix most issues.

I am experiencing the exact same issue. I start up my machine, see the
welcome screen and then I'm taken to the "Windows Error Recovery". I get only
two options, Launch Startup Repair and Start Windows Normally. If I pick the
startup repair option, I'm returned to the same screen after about 10
seconds. If I pick the other option, I see the startup screen that just shows
the progress bar with "Microsoft Corporation" beneath it. But eventually, the
machine just restarts. I get the welcome screen and then the Error Recovery
screen. I'm stuck in a neverending loop. Please help. How do I get out of it.
