Windows doesn't shutdown on first attempt

Not sure how to explain this. I have another windows 2k
computer. When I click the start button and select either
shutdown or restart it goes back to main desktop and
appears to do nothing. I have to select start button and
shutdown or restart again before it restarts or shutsdown.
This has just started to happen in the last couple of
days. Can't figure out why it takes two times to do this.
Please help!
