Windows\dlm.html

My computer from time to time flashes a message that it
cannot find C:\Windows\dlm.html

I have had some trouble with spyware lately, but have
used some programs to remove the problem. I think that
during the process, I mistakenly removed this dlm.html
component.

How can I get it back? I
