Windows Defender, Need Help!!

Can any one help?
At the very start of start-up I get this "windows defender" pop-up with a
big RED X which says,
Application failed to initialize: 0x800106ba.A problem caused Windows
Defender Service to stop. To start the service, restart your computer or
search Help & Support on how to start a service manually.

Can you tell me what this all means and where I can get help on it. I have
restarted my computer so many times I have lost track. And still I have this
error.

There is a service named: Windows Defender
Start | Run | then type: services.msc
Check to see that the service is set to 'Automatic', it should be running
(Status = Started)
If not 'Started' try to manually start it (Right click on the service and
select 'Start').

Please post in one of the newsgroups specifically set up for the Windows
Defender program. This is not one of them.
