"Windows could not properly load the keyboard layout" error

Hi,

I have an MUI embedded image that supports Chinese (simplified), Japanese and Korean scripts. When I try to select the respective keyboard layout, Windows does not accept it, displaying the "Windows could not properly load the ... keyboard layout". I checked my image for missing components, but there were none.
Is the any workaround to solve this problem or force Windows to load the keyboard layout?
