Windows Component problem after SP3

After installing SP3, Windows component in "Add or Remove Programs" gives
this message:

"Setup was unable to open information file setupqry.inf. Contact your system
admin. The specific error code is 0x2 at line 0."

After i press OK it says:
"The application could not be initialized."

Pressing OK takes back to add or remove window.

what do i do?

Uninstalled SP3 and problem solved.
If stick to sp2 how much trouble i would be in?
I use DUN and rarely internet.
