Windows Cannot open this file

I'm in some serious trouble with my op. When I start up my computer I get an error message that says

(Name of File
Windows cannot open this fil

To open this file, Windows needs to know what program
created it. Windows can go online to look it up
automatically, or you can select from a list of programs
on your computer

What do you want to do
Use the Web service to find the appropriate progra
Select the program from a list

I selected to have windows search online but as soon as ie opened I received a file download option. I can't run anything, can't get online, can't open admin tools including system restore.

I'm at a complete loss and would sincerely appriciate any help anyone has to offer.

Do you know what the file is? Is the file referenced in msconfig>startup? If so uncheck it and then reboot your system. If you know the file's extension, go to www.filext.com and see which program you need to open it.

Have you virus checked your system with the latest definitions for your AV program and checked for any spyware that may be on your PC:

Presumably you didn't name the file because you're ashamed of what it
performs. Otherwise, why hide critical information, like the filename,
for which other users that use this program or have encountered this
problem will need to know what you're talking about?

Have you yet tried booting into Safe mode (which will not run the
startup programs)? Did you then run msconfig.exe to see what startup
programs are listed? Is one of those missing an extension or otherwise
a corrupted entry so Windows hasn't a clue what it is supposed to use to
load, run, or view this file? You can also use msconfig to disable all
startup programs to see if you can boot without error into normal mode.

Run a web search on "Windows cannot open this file + the name of the file".
See what that turns up.
