Windows cannot open Help and Support because a system service is n

When I try to access Help and Support from the Start menu, I get the error
Windows cannot open Help and Support because a system service is not running.

To fix this problem, start the service named 'Help and Support'.

I did not stop this service as I did not know how until I found the Services
item in the Administrative Tools Control Panel.

The Help and Support service is not even in this list.


I tried to start the service by double clicking on the helpsvc.exe found in
C:\WINDOWS\PCHEALTH\HELPCTR\Binaries, but the Help and Support service still
does not start when viewing the Services.

I am running a DELL 8200 with XP SP2 (which I just installed a few weeks
ago). All other Help files from other applications are running.

I've had to restore my system back to a few weeks ago as trying to fix this
same problem with .reg files found on various help sites did not fix anything
but change the registry which kept giving different errors when trying to run
the Help and Support. The system is running fine, but I would still like to
fix this problem.

What do I need to do to get the Help and Support services running?

And the Help and Support from the Start menu working as well?

Any thoughts?
