Windows Calculator bug (Dutch settings)

If I copy a number with digits and decimals (e.g.
123,4567.89) and paste it in the Windows calculator (Dutch
settings), then the number become 1234,56789 ( digit has
moved, nomore decimal symbol).
(If I changes at the regional settings "Number" into
English settings it works very well)
Who knows the answer?
 
If you click the customize button to the right of the language format you
have selected you will see that for english decimal symbol is . dot (.) and
digit grouping symbol is a comma (,), in the dutch settings for some reason
these are reversed so 123,456.789 in english is expected as 123.456,789 in
dutch.
Is this the normal standard in dutch or a mistake ?
