because I get this message in normal mode:
Another copy of this setup program is running. Wait until the other setup is
completed before attempting to run this program again.

When I go to safe mode, I get this message:
Setup was unable to open information file ieaccess.inf
Contact your system administrator. The specific error code is 0x2 at line
2088999592.

Can someone please tell me why this happening?

You might want to try extracting a new copy of ieaccess.inf from the Windows
installation CD. See the first part of this thread:

It did not work ... I tried expanding from the orig install disc (Win XP
Home) and then I also tried from another install disc (WinXP Pro SP1) ...
still getting the same message :
Another copy of this setup program is running. Wait until the other
setup
is completed before attempting to run this program again.

I'm sorry that didn't do it. Maybe someone else will come up with a
suggestion.

Nonetheless, why would this be happening? It seems to be something either
in the installer.msi or somewhere else? Right?

You could try running the Windows Installer Cleanup Utility and look for
anything related to the windows components. It may not show up in here,
though.
