Windows 98 start-up problems

Is there a diagnostic utility I can download and use from
my floppy drive to see why my computer is not booting? I
keep getting the message "VKD initializing..." I can't
even go to Safe Mode. It just goes past the Windows logo
splash screen and when I try to go to Safe Mode It tells
me it is now safe to shut down. Any suggestions? Thanx.
