Windows refuses to start

I am running a Windows 2000 PC which was running fine for several years
until it did not start one day! While booting, I keep getting an error
message:

userinit.exe Application failed to initialize

After that I just get a plain blue screen, but without the Windows desktop
or any shortcuts.

I have tried to boot in safe mode (or to get to the command prompt), but
cannot proceed beyond the said blue screen. Any suggestions on what could be
done?

Try;
<Ctl><Shift><Esc> to start Task Manager then File|New Task|eventvwr.msc and
check the system log.
