Server will not start in Safe Mode

I am unable to get my Win 2000 SBS system to boot in safe
mode. It boots in normal mode fine, but if I attempt to
boot in safe mode it reboots the system , after showing the Safe Mode splash
screen, just prior to the
logon screen. It then reboots in normal mode.

I have tried a couple,not all, safe mode options - same thing?

I believe the problem started after I installed Service Pack 4, but I
couldn't sware to it.
