Windows 2003 RIS Error : unexpected error (21)

We've got a Windows 2003 Server running Remote Installation Services, and
trying to deploy Dell OptiPlex SX270 clients with Windows XP Service Pack 2.
We can deploy older OptiPlex models (those with network drivers built-into
Windows XP) with no problems. And we were able to deploy SX270 images with
our old Windows 2000 RIS Server (hardware crash) with no problems after
creating the configuration as noted below. We've duplicated the
configuration below on the 2003 RIS Server but are unable to get past this
message. It appears that the PNF files are created the first time a client
attempts to be imaged. Then setup continues after the initial driver search
apparently succeeds, then start loading the Windows setup files and drivers,
it looks like it throws this message when it tries to load the TCP/IP
driver. We are guessing that it's looking for the e1000325.sys driver file
but can't find it - WHERE ELSE does this file need to reside to continue?
