Windows 2000 Terminal Services and Appsec.exe

I am using appsec.exe(from Win2k Resource Kit) to lock down programs from
users on Windows 2000 Terminal Server. When Appsec is enabled no one can cut
from a local session and paste it into the Terminal Services session, but
when Appsec is disabled they can. I have tried to find/enable what
executables are needed for copying and pasting but can't seem to find it.
Does anyone know what executables are required for this?
