Windows 2000 Server Fails to Shutdown

After installing the current batch of security patch I have noticed that a
handful of my servers have been taking upwards of 20 min to shutdown.. some
refuse to shutdown at all..
I have tried to trouble shoot it down to a service that is failing to unload
but I have found quite a few services that this is coming from.. including
all of the core services that are run from services.exe.. (telephony,
workstation.. etc)

so far the only similarities in the configs that I was able to find are that

a. the are all upgrade to latest patch level
b. only seems to be happening on my dell server (different hardware
revisions though)

I've tried uninstalling the patches but in most cases that has not helped..

Has anyone else seen this behavior .. is so have you overcome it or have you
found any issue that seem to cause this..

any help would be appreciated

not at all.. i wish i had something to work with but all i have is a failure
to shutdown, and the various services time out trying to shutdown from the
service control manager

Have seen this working on similiar issue. Does it hang at
a black screen with a blinking cursor

it hangs up still in GUI mode... all you can see is the light blue windows
background.. somtimes the shutting down windows is up
