Windows 2000 Server does not receive login screen.

I have a problem with a Windows 2000 Server with SP4 installed.
It has Metaframe XP with Future Release 3 installed as well.
When we boot it up, it gets past the Windows 2000 Server Family logo
screen then shows the blue desktop background. Then that's it. No
preparing network connections, applying computer settings.
But I can login under Safe Mode.
I have tried chkdsk, I have done a repair and replaced Windows system
files.
I have removed the video card, network card and re-installed.
I am beginning to think it maybe thing wrong in the registry as I am
thinking about re-installing windows with the upgrade option. But doing
that repair inspect windows files should be good enough.
Also I receive an error in the event log which looks to be the last
thing before I have forcefully rebooted the server when it gets stuck
on the blue screen.

The Client Network Service depends on the Cdm Service which failed to
start because of the following error.
No attempts to start the service have been made sice the last boot.

Now the Client Network Service from what I can see is part of Citrix. I
haven't tried re-installing Citrix because I don't want to loose all
the published apps but if it comes to it well I will have to bite the
bullet.
But I couldn't find anything to do with the Cdm service. Is this a
hidden service or is this called something else under services?
