Windows 2000 Pro reboots after shutdown

Running Windows 2000 Pro SP4 on Pentium II 233Mhz. All storage peripherals
are SCSII. After installing older version of Backup Exec (V4.0 (OEM)) that
came with Seagate tape drive, whenever I try to shutdown, it goes thru normal
shutdown process and then reboots rather than powering down the computer. If
I go to Control Panel | Power Options | APM tab, Enable Advanced Power
management checkbox is checked. Unchecking that does not show "it's now safe
to shut down computer", but still reboots.
I know that I had this same version of Windows 2k pro install with same
Backup Exec running & it shut down & powered off properly, although the
sequence of installation of Backup Exec, SP4, various other programs &
hotfixes probably was different. This current version of Win2k is installed
on drive F:, the other was installed on drive C:
I updated to the latest version of the ASPI layer, but have not updated to
latest Ultra 160 driver (which the F: drive is connected to).

Any suggestions, advice, etc would be most appreciated.

I'd like to know the answer too. Your problem sounds exactly like
mine: same hardware & software shutdown and standby worked fine
before, now after a new install , shutdown reboots & standby locks up.
I've been posting for a couple of months, no answer yet:

Sorry, that previous link opened up deep down into the thread. Here's
the 'root' posting:

And my similar posting on the ASUS discussion board (that's my MB

hemlockgrove: found this well-organized, exhaustive list of reasons
why Windows may reboot instead of shutdown (everything from System
Properties' default 'reboot after system error' setting to cleaning
the contacts on your front-panel power switch):

http://aumha.org/win5/a/shtdwnxp.htm

So far I'm still having the reboot problem, but have fixed the related
Standby lockup problem and have yet to work through the entire aumha
list. For me, I think it was the above System Properties setting and/
or having 2 wireless USB devices plugged into my MB's direct jacks.
