windows 2000 freezes boot up

windows 2000 freezes boot up

This is a deployed pc (one of many). I have replaced
network card, video card, and memory.

It boots to the splash screen windows professional with
the bar 1/2 way across the bottom on boot up.

Does not go any further

mine boots up good on safe mode. but flickers after the splash screen is full.
