windows 2000 domain

Here's the scenario:
I have domain X in Windows 2000 environment. can some
regular user, w/ no domain admin privileges, setup a
server running windows 2003 and be able to configure it
as a domain controller under my domain X? is this going
to override my windows 2000 domain X? what's going to
happen if someone tried to do this?

Keep your passwords secure, and no, regular users can't add a DC.
Gotta ask, why are you worried that this might happen?
 
i was not sure if Windows 2003 if setup as DC might
override the existing DC running windows 2000. Thanks
for you reply.
