Is there any way to have a window opened in IE 7 open in the same place every
time? Every time I open a IE 7 window it's in a different location on the
screen.

Use the IE7 tabs instead of new windows.

That's normal for opening windows in succession. If you are opening and
closing a single window, it should reopen in the same size and location
it was closed at. If this is not the case(and we are talking windowed
and not fullscreen), then you will likely need to remove the
interferring malware.
