IE7 with Java won't bring new window to the foreground

I am trying to get this computer working. We have a custom-built application
that uses Java to open new IE windows in some cases.

On one IE machine, if you click a link to open up a new browser window, it
opens up in the foreground. That's how we want it to work.

On two PC's using the same version of IE (v 7) the new window pops up behind
the main window. It worked great in IE6, but the one that is working is also
running IE 7.


What settings am I missing? Searching the 'net turns up nothing.
