Window Explorer Crashes on long file names

Explorer crashes when a file with a long name (>32 bytes? or is it 48??) is accessed to either delete it or rename it.
 
The file was created from Outlook Express downloading a news item and
saving with "save as" a txt file.
I use AVG as an anti virus checker... Note that I can access the file to
read it with notepad OK.
Selecting the file with explorer and attempting to either delete or rename
the file causes the system to lose explorer and reload it resetting up all
the desktop items. There is no error message that I see.
