Window 2K login problem

Dear Sir,

My boss is using win2K. When he comes back to the office and powers on the
notebook, it's always stuck on "Apply security police" screen for at least 10
minutes. Once he login successfully, I can't repeat this case. Can you help
me to solve this problem?
