Win2K server licensing

I have a Win2K server network with per seat CALs
licensing. We have about 60 users and 80 workstations.
Since the total log-on user accounts is less than 65 so we
purchased 65 CALs and set license as per seat mode.

When I migrated from NT to 2K server, I installed NT
server on the new server as a NT BDC, then promote it to
NT PDC and upgrade NT PDC to 2K PDC. On the client side
(2K Pro or XP Pro), I use the relevant user's name as the
name of the workstation. For example, user msmith uses
machine MSMITH.

Here is the problem, when I check the licensing on DC, it
shows me I use about 130 CALs because every session uses
two CALs: one for user and one for workstation, ie, user
msmith uses one and workstation MSMITH$ uses another one.
I removed all workstation accounts from the CALs list and
leave the user accounts only. But after 2-3 days, the
machine accounts come back!

Exchange 2K is all right because workstations do not have
email accounts.

Any idea I can fix it?

The License Logging service is flaky at best, so most of us turn it
off. Track your licenses manually. The service is not at all required
for normal operation of the servers.
