win 98 program will not run in win 2000

I have a program I believe is written in Cobol that works
on a Win 98 machine. Have new Win 2000 machine and
programs will not run.

Do I need a Cobol license? I believe this program used to
be in QBasic but now believe it is Cobol. The program
extension are COB

Any ideas??

EXE and COM and BAT are standalone programs

A COB program most likely requires that a RUNTIME be installed
