Win 2000 PC stuck on startup

I have a Windows 2000 PC that gets stuck on the 2000 startup screen,
with the bar 3/4 across the screen.

I have tried Last known Good Config
I have tried booting into Safe Mode
I have went into RC and disabled some services


Any thoughts?

I have the drive partitioned into 3 partitions: C: is the OS, D: Data
Files E: Program Files

If I install a copy of XP on the C partition without formatting, will
it leave the existing WINNT folder in tact and write a new Windows
Directory for XP? That way I could browse the WINNT directory for old
files... If I do install XP on the C partition, will the D and E
partitions remain unchanged and accessible?

Any thoughts would be much appreciated.
