Will Windows Fax and Scan finally be included in all Windows 7 edi

Microsoft in its infinite wisdom did not include the Fax feature in all
Windows Vista editions. This was much to their embarrasment as the
frustration of users who didn't purchase business or ultimate versions
brought forth even more anti-Vista sentiment to the community. So, in view
of this will Windows Fax and Scan be included in all the Windows 7 editions?
If not, why?
