will not run exe files

out of the blue, xp has now decided to not allow me to
open up program files without prompting me to either open
or save. this happens with exe files on one machine and
mdb files on the other. these are not internet explorer
links, regular links on the the desktop that point back to
files on the local drive. where the "always ask before
opening this type of file" is, is unavailable. anyone
have any ideas on how to get rid of this one?

Windows Explorer/Tools/Folder Options/File Types/[File Type in
Question]/Advanced. Put a check in the box that reads: Confirm open after
download.

Enable Always Ask Before Opening... (Line 164)
