Why some jpeg downloads blocked, others not?

My PC runs IE version 6.0.2900.2180.xpsp_sp2_gdr.050301-1519.
Sometimes I can download jpegs and other times IE downloads them as bmp
files. This is not related to size, because I can download a NASA jpg size
4.2mb, which is bigger than the jpegs that can only be downloaded as BMP
files. Here is one of mine that fails:

Does anyone have a clue why IE lets me download some jpegs as jpg but forces
me to download others as BMP???

The usual fix is to clear your cache.
IE-Tools-Internet Options-Delete Files (in the TIF section)

That seems to work about 98% of the time but if it doesn't, close IE
and reopen and do it again. Also it has been reported that clear
cookies helps, but ensure you save any that you need.
