Why it is not require to restart the computer after
loading any application software in windows xp but require
to restart it in case of win 98

Depends on how the program is installed and registered. I
often get a reboot message with XP and some programs do not
require a reboot with 98.

In general, after installing any Windows application, there
will be temp files that need to be deleted, registry keys
that need to be altered and these things are what happens
during the re-boot.

MS has made a concerted effort to reduce the number of reboots required
by Windows, this is part of what you are seeing.
