Why my outlook 2003 can only donwload upto 127KB email?

My outlook 2003 has a very weird problem, it can only download maximum 127KB
email. Once the email size exceeds 127KB, the download traffic is
continuing, however, outlook status is freezed as "receiving 127KB/XXXKB".
When browse the email, you can only get 127KB content, all information
beyond that 127KB will be corrupted, for example, JPG picture is displayed
partially, even text tail is in mass-code as long as text exceeds 127KB.

I try to delete HKEY_CURRENT_USER\Software\Microsoft\Office\11.0\Outlook,
and start outlook, after outlook initialization, it works normally.
But after I restart windows XP, the problem occurs again!

Go to your ISP provider webmail to access your email there. It could be an
email with a malformed header or another issue. Delete it using webmail then
try Outlook again. Alternatively you can call your provider to find out if
they can check for you.
Also, make sure you're not actively scanning email with your antivirus,
antispam, etc. software. Disable the integration with Outlook (if you use
AVG, disable the email scanning service) and try again.
