why is the crop tool is not highlighted?

the picture tool bar is displayed and the picture is selected but the crop
tool cannot be selected, any ideas?

If the image is the fill of an autoshape, the crop tool will not be
available. Often, this is seen after a series of pictures are added via the
Photo Album feature of PowerPoint.

You may want to use the Image Importing Wizard (add-in) which inserts the
images as images instead of shapes.

Or it might be a vector (ie, drawing-type) graphic rather than
raster/bitmap/photo/scan/whatever/you/want/to/call/it.

PowerPoint can only crop bitmaps; you might be able to ungroup a vector
graphic and edit the pieces.

Or it might be a bitmap *within* a vector graphic; in that case, ungroup until
you can select the bitmap alone; then you should be able to crop it.
