crop picture is missing in office 2007?

What happened to the picture tool bar and particularly the "crop" tool?
 
Select the picture. You should then see a new tab appearing on the right
of the Ribbon called "Picture Tools, Format". Click it. Then you should
see the Crop Tool in the Size group all the way on the right.
