When is the screen blurry? Do you see this even during the boot process,
when there is white text on a black screen? If so, it is NOT a cause of
Windows. Either replace the monitor or clean the scum off the face of the
monitor.
I'm sorry, but you don't provide enough information to get a good
answer. Your post is the equivalent of saying "it's broken". After all,
we can't *see* your monitor from here! Post back with the 1) make/model
of your video card; 2) make/model/size of your monitor; 3) was the
problem always there or if not, what changed between the time things
looked good and the time they got blurry; 4) the resolution at which
you usually/ideally run. That sort of thing - give people some
information to go on so you can get help.
If you use a CRT monitor there are two things to suggest:
One in Display - Settings, click Advanced, and on the Adapter page
reduce the refresh rate. Pushing that too high , even though it is
*nominally* in the adapter and monitors range can be just too much for
the bandwidth of the analog video signals.
Two in Display - Appearance, click Effects and uncheck the 'smooth
edges of screen fonts' (or at least set to Standard - Clear type is for
LCD screens and does not work properly with CRTs)
If it is an LCD screen, look in its manual for the method of setting it
up to match the input signal
