Why dont I see the Mail Merge option on tools menu?

I am trying to do a mail merge to create labels and I do not see the Mail
Merge option on the Tools menu in Outlook. According to the instructions, it
should be there and it is best to start the merge in outlook instead of Word.
Can anyone help?

I'm using Word 2002 and Outlook 2002
