Why does "removing TIF fail when browser is closed

Under IE, tools, advanced, there is a selction to click remove
Temporary Internet files when browser is closde.

I also have a checkmark in this box.

I am wonder why the temporary files aren't cleaned out IE is closed.

Other programs which display pages in HTML. Plus, as Frank rightfully
pointed out, that feature does not always work well.
