Why does my PC boot to System 32 folder?

Each time my computer does a cold boot it opens with the System 32 folder
displayed instead of the desktop. I can find no way to prevent this. Any
ideas?

My computer is a Dell Dimension XPS, Pentium 4 at 3.2 GHz with 800 MHz front
side bus.
 
Visit http://www.kellys-korner-xp.com/xp_tweaks.htm and scroll down
to Item No. 260. In the right column, click on "System32 Folder Opens
Upon Boot". Download this repair file and then run the repair.
