Why does email bounce with "user does not accept email in non-West

Whenver I send email to my newsletter list (opt-in only) some emails are
bouncing back with this message:

The user does not accept email in non-Western (non-Latin) character sets.

Does anyone know why this is happening and how I might fix the issue?

What version of Outlook are you using?
What format are you sending your messages (Plain Text, HTML, RTF)?
What encoding do you send your messages out with (Format | Encoding)?

Thanks for your help.

- I'm using Outlook 2003
- Messages are HTML
- I don't know how to answer the Format or Encoding question - where do I
look for this information?
