How do i set my email to accept Non-western character sets

Others people are recieving email failure notices that say "The user does not
accept email in non-western non-latin character sets" What setting do I need
to change in order to be able to accept these emails. I am using Microsoft
outlook 2003.

OK, let me rephrase this. What encoding are the "other people" using
when sending these rejected messages?
