Why do my pop3 emails show up as drafts in my inbox for outllook?

I have Outlook 2003 receiving my IMAP email as wel as a POP3 account in my
normal inbox. The IMAP emails come in correctly but the POP3 account emails
come in as drafts so when I reply, they don't format correclty (doesn't break
between my reply and original message, etc.)

Please advise.

Click Tools>Options>E-mail Options and post what settings are selected in
the "On replies and forwards" section.

Include original message text on both settings.

The other two settings are grayed out. Prefix each line with and Mark my
comments with.

I'm afraid I don't have any suggestions. Those settings match mine and I
always have the separator between my message and the reply.
