Why do my downloaded installations sometimes become encrypted??

This is an odd one.

I was trying to run an update to Diskeeper Professional Edition Version 8.
I kept getting an error message, to the effect it could not find the file,
and I would have to cancel the installation. It would do this shortly after
starting the install.
I kept searching trying to find out what was wrong., using google, etc.
I finally went into my c:/windows/downloaded installations folder, and
looked in the Diskeeper folder, and the diskeeper version8 .msi file was
encrypted.
While I have my documents folder and some other files on other partitions
encrypted, I do not have the downloaded installations folder encrypted. I
removed the encryption from the file in the downloaded
installations/Diskeeper8 folder, then double clicked the same .msi file and
it installed the update properly.

I have no problem opening my other files that I intentionally encrypted
under my user name.

Any clues as to why, when launching the downloaded update, it would put the
..msi file in the downloaded installations folder as encrypted, and not allow
me to run it?

This one has me baffled.

Also, I had a situation the other day, where I could not run a program, and
after searching and searching, I found there was 1 file in that programs
folder, that was encrypted - yet , no other files in that folder were , and
neither was the folder. That happened shortly after installing SP2, do not
know if it was related or not. I removed the encryption, and the program ran
just fine. It was a flight simulator program, IL2FB.

Also, just for reference, I show a few programs in my c:/windows/downloaded
installations folder that have been installed a while back. Is it safe to
delete these files?
