"Downloaded Installations" Folder

I just nocticed the folder "C:\WINDOWS\Downloaded Installations" on my XP
system. It has a bunch of .msi files in it. Some of these were files
(CmdHere Powertoy For Windows XP.msi, IIS 6.0 Resource Kit Tools.msi) are
programs I have installed on my system.

1. What copied these files here?
2. Why were they copied here?
3. Can I delete them?

The installer program for that paticular program
2. Why were they copied here?
Incase you need to reinstall the program

Hello , I frequently .. by habit .. delete the items , except for 1 that is
used for my "Start Page" for its enhanced module . As of December 1st the ISP
removed this Enhanced Module feature . Now the "Downloaded Installations
folder " is "emty" 100% . While I check the contents of this folder , I am
looking for unfamiliar downloads which in fact if there are any .. unfamiliar
items , I immediately delete . This is another place where Spyware , Trojans
etc. can hide . The items that are deleted can always be downloaded as you
need them ... like Active X's and so on . I believe it is completely safe and
wise to keep the uneccessary item out of this folder . You can access this
folder conveniently : Tools / Internet Options / View Objects {Downloaded
Program Files } .
